The Master Plan "El Condado" for the Quito Tenis Golf Club envisions the consolidation of a new urban node structured around principles of compactness, functional diversity, connectivity, and environmental sustainability. The proposal integrates multifamily housing in a variety of typologies—medium and high density—alongside local commerce, services, and public facilities at both local and district scales, including educational, cultural, recreational, and healthcare programs.

The master plan proposes an intelligent distribution of building heights and densities, organizing development into 6, 8, and 12-story volumes, in line with the Quito Tenis Golf Club Partial Plan. This strategic approach enables harmonious transitions between residential areas, commercial zones, and public spaces, ensuring urban quality, livability, and functional coherence.

The project is structured around a hierarchical network of public space, composed of linear parks, plazas, pedestrian corridors, and green areas that strengthen community life and connect with the ecological system of the Parcayacu ravine. This green infrastructure anchors the environmental dimension of the plan, preserving natural features and promoting urban resilience and ecological integration.

Sustainable mobility is a core principle, with a multimodal network that includes bike lanes, complete streets, safe pedestrian routes, and seamless connections to the city’s public transportation system. The plan also integrates high-quality public furniture, green infrastructure, and an efficient stormwater and wastewater management system designed under sustainability and water efficiency criteria.

Urban development is conceived in three progressive phases: beginning with foundational infrastructure and key public facilities, followed by the implementation of active commercial corridors and residential areas, and culminating in the full consolidation of the urban fabric.

This master plan aims to balance economic growth, social inclusion, and environmental stewardship—redefining the future of this strategic area in Quito through a forward-looking and integrated urban model.
